China State Construction (as Alchmex) and Urbaser (as Sertego) formed a Joint Venture to tender to the Hong Kong Government Environmental Protection Department to undertake an extension to the existing North-East New Territories (NENT) Landfill at Ta Kwu Ling.
The scope of the project comprises all works necessary for the design and construction of the NENT Landfill Extension — including site formation, installation of the landfill liner system, and provision of leachate treatment and landfill gas management systems — together with environmental monitoring, landfill operation, restoration and aftercare. The DBO (Design Build Operate) project commenced in 2021 and completes some 36 years later.
Scope
The key scope of work Cranborne delivered included
- Production of a cashflow model for the Joint Venture across the D&C, operation, monitoring, restoration and aftercare stages, including tax;
- Calculation of initial working capital, CAPEX requirements over the whole project, and forecast financing costs; and
- Sensitivity analysis on income from D&B and revenue from operations.
